摘要
目的对天津市某区民营医院效率进行评价,为提高民营医院效率提出有效建议。方法采用文献优选法确定评价指标,运用数据包络分析(DEA)模型对投入产出指标进行分析。结果 13所民营医院中8所医院DEA有效,5所医院非DEA有效,5所非DEA有效的医院规模效率均小于1;2010—2012年,13所医院的全要素生产率平均降低18.4%,技术进步降低19.4%,技术效率提高1.3%。结论民营医院存在效率低下的问题,主要原因是规模不经济和技术投入不足。
Objective： To make efficiency evaluation on a private hospital in a district of Tianjin city and to provide effective suggestions for efficiency improvement in a private hospital. Methods： The authors determine evaluation indicators with literature method,and analyze input and output indicators with DEA. Result： In 13 private hospitals,8 are the ones of effective DEA,5 are the ones with invalid DEA,whose scale efficiency is averagely less than 1. From 2010 to 2012,total factor productivity in the 13 hospitals reduces by an average of 18. 4%,and technical progress decreases by 19. 4%. But technical efficiency increases by 1. 3%. Conclusion： The main reasons for the low efficiency in private hospitals are diseconomies of scale and lack of technology.
