摘要
目的评价新疆南疆地区某改革试点的县级公立医院2010-2014年的运行效率。方法依据产出指标的类型,采用数据包络分析法,分别从社会和经济方面对该县级公立医院运行效率进行评价。结果社会效率模型:该县级公立医院2010年和2014年整体效率为1.000,处于固定规模报酬的状态,2011年和2012年处于规模报酬递减状态,2013年处于规模报酬递增状态;经济效率模型:该县级公立医院2012年和2014年处于固定规模报酬的状态,2010年和2011年处于规模报酬递增状态,2013年为规模报酬递减。结论 2010-2014年该县级公立医院规模报酬存在波动,资源利用率有待提高;社会效率和经济效率在2014年达到有效,医改颇具成效。
Objective To evaluate the operational efficiency of the county-level public hospitals in south of Xinjiang Uygur autonomous region.Methods According to the type of output index,using data envelopment analysis to evaluate the operational efficiency of the hospital from two aspects of economy and society.Results Society efficiency model：In 2010 and 2014,the whole efficiency of society in the public hospital was 1.000,which was in a fixed scale.The efficiency of society was diminishing returns to scale in2011 and 2012,however,the model was increasing returns to scale in 2013.Economic efficiency model：In 2012 and 2014,the model of public hospital was in a fixed scale,in 2010 and 2011,increasing returns to scale,in 2013,diminishing returns to scale.Conclusion From 2010 to 2014,the model of the returns to scale in county level public hospitals were fluctuant.The utilization rate of resources needs to be improved;Social efficiency and economic efficiency were effective in 2014,which suggests that the health care reform is quite effective.
