摘要
金融监管体制变革是全面深化改革的重要着力点,事关发展全局。改革开放以来,我国金融监管体制经历了从"大一统"监管到分业监管的变化。面对新时期金融混业经营趋势加剧、金融创新不断涌现等现状,现有监管体制已经不能匹配市场监管需求。在反思现有体制弊端和借鉴域外经验的基础上,实现统一监管当是最优进路。在该基本思路下,现阶段改革目标并非一步到位,而是应当循序渐进,金稳会的成立与银、保监会的合并是当下符合国情的最佳选择,迈出了改革的实质步伐;在后续改革中,应该完善相关工作机制、创新监管方式和构建统一金融消费者保护机构等。
The reform of the financial regulation structure,as an important focus of comprehensive reform deepening,is related to the overall situation of development.Since the reform and opening up,China's financial regulation structure has undergone changes from "big one"supervision to institutional supervision.In the face of the intensified financial mixed operation trend and the emergence of financial innovation in the new era,institutional supervision can no longer match the needs of market supervision.On the basis of rethinking the shortcomings of the existing structure and learning from foreign experience ,comprehensive supervision is the optimal approach.Under this line of thinking,the reform objectives at this stage should be achieved gradually rather than at one go.The establishment of the Financial Stability and Development Committee of the State Council and the merger of the CBRC and the CIRC are the best choices for the current national conditions,and also the substantive steps of the reform;In the future,we should improve relevant working mechanisms,innovative regulatory methods, and build a unified financial consumer protection agency.
