摘要
权力和责任是大学内部权力运行制约与监督的两个基本要素。权责统一是对权力与责任之间理想关系形态的应然描述,也是构建大学内部权力运行制约与监督机制的基本价值取向。从权责统一的视角来看,权力与责任之间的疏离与失衡,是大学内部权力运行失范的重要原因。不过,实践过程中导致权力与责任之间疏离与失衡的原因是多方面的。构建权责统一的大学内部权力运行制约与监督机制是一项复杂的系统工程,既需要明确权责主体,又需要完善责任追究机制,还需要强化伦理建设。
Power and responsibility are two basic elements in the operation,restriction and supervision of internal power in universities.The unity of power and responsibility is the description of the ideal relationship between power and responsibility,and it is also the basic value orientation of constructing the internal power operation restriction and supervision mechanism in universities.From the perspective of the unity of power and responsibility,the alienation and imbalance between power and responsibility are important reasons for the anomie of internal power in universities.However,there are many other reasons for the alienation and imbalance between power and responsibility in practice.It is a complex systematic project to construct a unified power and responsibility mechanism of the internal power operation,restriction and supervision in universities,which needs not only to clarify the subject of power and responsibility,but also to improve the accountability mechanism and strengthen the ethical construction.
