摘要
1991以来,国务院及教育部等相关部门先后颁发了14份文件要求各地要制定和落实职业学校生均经费标准,但时至今日高等职业教育仍存在生均拨款制度建设不健全、落实不彻底、地区性差异、制度先天性不足等问题。各级政府部门应从观点上重视生均拨款制度的落实,强化生均拨款制度的法律性,积极实施"国家拨款基数+综合奖补"分配办法,归口管理刚性执行生均拨款政策,基于专业差异建立绩效经费机制,加强监督检查,建立奖惩机制从而保证国家生均拨款制度的有效实施。
Since 1991,the State Council,the Ministry of Education and other relevant departments have issued 14documents requiring all localities to formulate and implement the standard of per student funding for vocational schools.However,up to now,there still exist such problems as incomplete construction of per student funding system,incomplete implementation,regional differences,and inborn defects of the system in higher vocational schools.Government departments at all levels should pay attention to the implementation of per student grant system,strengthen the legality of the funding system,actively implement the allocation system of "national allocation base + comprehensive award subsidies",rigidly implement the funding policy by centralized management by specified departments,establish the performance funding mechanism which is based on professional differences,strengthen the supervision and inspection,set up rewards and punishment mechanism to ensure the effective implementation of the national per student funding system.
