摘要
职业教育财政问题始终是职业教育发展的基本问题之一,也是职业教育研究关注的核心问题之一。自改革开放以来,我国职业教育财政政策改革可分为“财政政策初步探索”时期、“多渠道财政投入”时期和“完善财政投入保障”时期三个阶段;研究者对于职业教育财政问题的研究主要集中在“职业教育财政投入”“职业教育财政政策”“职业教育财政绩效评价”三个方面。通过对我国职业教育财政政策和相关研究的梳理、总结和反思,提出未来职业教育财政制度要从形成加大政府投入与拓展社会投入相结合筹资渠道、进一步厘清中央和地方职业教育财政的事权和支出责任以及加快构建职业教育财政绩效评价体系三个方面进行努力。
The financial problem of vocational education is always the basic problem that determines the development of vocational education,and it is also one of the core issues of vocational education research.Since the reform and opening up,the financial policy of vocational education in China can be divided into three stages:the period of"preliminary exploration of financial policy","multi-channel financial investment"and"improvement of financial investment guarantee".The researchers'research on the financial problems of vocational education mainly focuses on"financial investment of vocational education","financial policy of vocational education"and"financial performance evaluation of vocational education"three aspects.Through combing,summarizing and reflecting on the financial policies and related research of vocational education in China,this paper put forward that the future financial system of vocational education should make efforts from three aspects:increasing government investment and expanding social investment,further clarifying the authority and expenditure responsibility of the central and local vocational education finance,and speeding up the construction of the financial performance evaluation system of vocational education.
