摘要
十九大报告明确提出"办好特殊教育"要求,在此背景下分析了我国台湾地区特殊教育立法的演进及其特点,对进一步促进大陆特殊教育事业更好发展,有以下启示:特殊教育法律法规亟待完善,特殊教育保障范围逐步扩大;政府主导责任明确规定;家长的合法权益有效保障。
The report of the 19 th National Congress clearly puts forward the requirement of "doing special education well." In this context, the evolution of the special education legislation in the Taiwan region and its characteristics are analyzed. The following revelations can be made to further promote the development of special education in the Chinese mainland: special education laws and regulations Urgently needs to be improved, the scope of special education guarantees is gradually expanding; the government’s leading responsibilities are clearly stipulated; parents’ legal rights and interests are effectively guaranteed.
