太湖流域工业园区水管理过程绩效评价指标体系构建与对策建议

摘要 指出了太湖流域工业园区众多,水管理方式不一致且管理水平参差不齐,未从流域层面统筹,未重视利益相关者作用,易产生区域间水管理不协调问题。流域工业园区水管理核心是从流域层面考虑园区的水资源管理,强调全过程管理,重视利益相关者参与,发挥供应链管理作用,平衡社会、经济和生态利益,形成自下而上的水管理模式。从当前太湖流域工业园区水管理面临的主要问题出发,探讨了流域内工业园区实施统一协调的水管理的必要性,并利用逻辑结构模型构建了过程评价指标体系,以规范流域工业园区水管理过程,确保园区的水管理按照既定的规划实施。最后,从制度保障、过程评价与结果评价并重、园区水管理组织体系、公众参等方面提出了改善建议。 The Industrial Park water management mod.e and management level are inconsistent and uneven in lots of sits in Taihu River Basin.In the practice,the river basin plan and stakeholders'participant have not involved in the process of industrial park water management,so that the problem of management level is not coordinated.The core idea of river basin industrial park water management is the basin level consider park's water resources management; emphasizes the whole process management;pays attention on stakeholder participation;supplies chain management, balance of social,economic and ecological benefitsto forbottom-to-up water management mode.From the main problems faced by the current industrial park in the Taihu Basin,this paper discuss the necessity of implementing unified and coordinate river basin industrial park water management,and makes process evaluation indicators system by using the logical structure of the model.At last,the paper puts forward suggestions on improving the system guarantee,attaching the same importance to process evaluation and result evaluation,water management organization system in industrial park,public participation.
