摘要
法律信仰是法治的精神核心。要实现依法治国的目标，实现全社会对法律的忠诚和信仰，要求做到执政党依法执政，尊重宪法和法律的权威；严格控制行政权力，实现依法行政；改革司法体制，确保司法独立和公正；提高公民的权利意识，培育和建立市民社会。
The author holds that legal credibility is the kernel of rule by law． In order to reach the goal of ruling the state by law; the government should urge the citizens to implement loyalty and credibility to the law． Xome requirements for the authorities to execute administration properly are presented in the paper．
