摘要
新公共管理思想主张所有权与管理权相分离,采用市场竞争机制提高公共管理水平与公共服务质量,这对于我国公共图书馆去行政化、进行理事会制度建设具有一定的指导意义。从我国公共图书馆的设置主体、服务对象和治理结构等方面来看,图书馆理事会制度是公共图书馆管理体制改革的必然选择。公共图书馆理事会制度需要法律、经费和内部管理体制等多个方面的保障,其基本构架需体现政事分离、专业化管理和效率等方面的要求。
The thought of New Public Management advocates the separation of the ownership right and the management right, and use the market competition mechanism to improve the public management level and the public service quality, which have certain guiding significances for the de-administration and the system construction of the public library trustee in China. From aspects of the setting body, service objects and the governance structure of public libraries in China, the system of the library trustee is the inevitable choice for the reform of the public library management system. The system of the public library trustee needs protections including laws, funds and the internal management system, and it needs to reflect requirements of the separation of the administrative unit and the institution, the professional management and the efficiency.
