摘要
在现代信息技术的驱动下,公共图书馆治理体系在组织结构、制度框架以及发展模式上面临深刻变革。在系统解构传统图书馆治理模式弊端的基础上尝试提出“图书馆治理共同体”这一学术命题,并建构“话语—场域—耦合”逻辑分析框架。研究认为:公共图书馆治理共同体的话语逻辑在于体系化“再造”,其实现路径在于强化基层党组织的核心话语地位、形塑多元主体协同的话语环境和构建技术赋能的话语生态网络。场域逻辑在于生态化“重塑”,可从推动共建共治共享制度场域的营造、多元主体间场域生态治理结构的重构,以数字技术突破传统资源限制和场域边界等方面展开。耦合逻辑在于多维化“协调”,可从构建整合多元利益共享成果的利益共同体、基于利益平衡和均等化的信任机制、融合智慧技术驱动助力共同体平台化发展等方面进行深化。
Driven by modern information technology,public library governance system is facing profound changes in organizational structure,institutional framework and development mode.Based on the systematic deconstruction of the disadvantages of the traditional library governance model,this paper tries to put forward the academic proposition of“library governance community”and construct the logical analysis framework of“discourse-field-coupling”.It is concluded that the discourse logic of public library governance community lies in systematic“reconstruction”,and its realization path lies in strengthening the core discourse status of grass roots party organization,shaping the discourse environment of multi-subject cooperation and constructing the discourse ecological network empowered by technology.The field logic lies in the ecological“reconstruction”,which can be carried out from promoting the construction of the field of collaboration,participation,and shared benefits,the reconstruction of the field ecological governance structure among multiple subjects,and the breakthrough of traditional resource constraints and field boundaries with digital technology.The coupling logic lies in multi dimensional“coordination”,which can be deepened from the aspects of building a benefit community integrating diverse interests and sharing achievements,a trust mechanism based on the balance and equalization of interests,and the integration of intellectual technology to drive the development of community platforms.
