摘要 目的 建立适应时代发展、突出政治核心及公益性特征的公立医院党委书记业绩考核体系.方法 通过对原有公立医院党委书记业绩考核指标体系进行优化,最终形成3大类、8项指标的新测评体系.在此基础上以2006~2008年申康发展中心直属14家公立医院党委书记业绩考核的实际情况为参照,对新的测评体系进行了一致性评价和区分度测评.结果 再评价分析结果与当年实评等级相符,并且新的测评体系能够较好地区分不同医院间的优势.结论 新的公立医院党委书记业绩考核指标体系与原有体系相比,具有较好的一致性和区分度,更能适应时代发展,符合公立医院改革的要求. Objective To establish the performance appraisal system of party committee secretary in public hospitals which adapt to the times development and highlight the political core and public characteristics. Method To optimize the current performance appraisal index system, and ultimately establish the new appraisal system including 3 categories and 8 indicators. On this basis, consistency and discrimination assessment of the new system were performed with the 2006 - 2008 performance apprais- al and the actual situation in 14 public hospitals of Shanghai. Result The reevaluation result was conform to the former appraisal result, and the new system can well distinguish the advantage of different hospitals. Conclusion Compared with the original system, the new performance appraisal index system has good distinction and consistency, which can also adapt to the times devel- opment and meet the requirements of the public hospitals reform.
