摘要
本文选取资源、经济、国际化作为国家位势的评判维度,创新环境、创新潜力、创新产出作为科技创新能力的构成要素,建立科技创新能力与国家位势关系的结构方程模型,量化分析科技创新的构成要素对国家位势的影响路径,并得到如下结论:1)营造国家创新环境是激发国家创新潜力的重要基础;2)激发国家创新潜力是提升国家创新产出水平的核心环节;3)提升国家创新产出水平是夯实国家位势基础、激发国家位势潜力的重要路径;4)营造国家创新环境与提升国家创新产出水平是协同激发国家位势潜力的有效途径。在以上分析结论的基础上,本文提出提升科技创新能力是实现我国迅速崛起的关键路径及其相关政策建议。
This paper established a structural equation model for researching on the relationship between STIC (science and technological innovation capacity) and NFPD (national foundation and potential of development). Resources, econ- omy and international level were selected as evaluation dimensions of NFPD. Innovation environment, innovation poten- tial, innovation output level was chosen as elements of STIC. This paper quantified the impact paths between two con- cepts. The main conclusions are as follows : 1 ) The creation of national innovation environment is an important basis for stimulating national innovation potential; 2 ) The stimulation of national innovation potential is a core part to enhance na- tional innovation output level; 3) Enhancing national innovation output level is a key path to consolidate the basis of na- tional foundation and stimulate national potential level ; 4 ) Both of national innovatioff environment and innovation output level would synergistically effect national potential. Based on the conclusions, related suggestions about improving nation- al STIC were concluded in the end of paper.
