摘要
建设一支品德良好、业务精湛、结构合理、相对稳定的教师队伍,是连片特困民族地区教育改革和发展的决定性因素。当前,连片特困民族地区的教师队伍建设还面临着重重困难和障碍,主要表现为教师总量不足,部分学科教师结构不合理、骨干教师流失严重、短期教师补充机制无法稳定师资队伍等诸多问题。这种局面的形成,既有传统的文化观念问题,也有现实政策偏差的原因,它是诸多问题相互交织的结果。深化定向培养、优化教师资源配置、大幅度提高农村教师待遇、完善"特岗教师"监管制度等,应是未来连片特困民族地区教师队伍建设的必由之路。
Building a teaching body with good morality, excellent professional knowledge, proper structure and relative stability is a decisive factor for educational reform and development in poverty-stricken joining regions. Currently, teaching body construction in those regions is facing difficulties and obstacles, such as lacking teachers, shortage of teachers for certain specialties, serious outflow of backbone teachers, and the failure of short-term teacher supplement mechanism to stabilize the teaching body. This situation results from intertwined problems including traditional concept of culture and current deviation of policies. The way-out for teaching body construction in those regions lies in training teachers for special areas, optimizing allocation of teachers, making great improvement of teachers' treatment and optimizing supervision system for special hillock teachers.
