摘要
根据2004年新加坡政府对于大学自治、治理与经费状况的考察结果与建议,新加坡着力从三个方面进行改革以建立现代大学制度,即重新确立大学与政府的关系,大学自治,政府由管理主体变为拨款与监督主体;改革与优化大学内部治理结构,强化董事会职责,提升相关利益者的参与精神;扩大大学与社会的联系,突出社会对大学发展的参与,大学也要接受社会的监督并加强与工业等领域的联系。
Based on the review of university autonomy,governance and funding in 2004,Singapore set out to construct the modern university system in three aspects.Firstly,building a new relationship between the university and government,the universities became autonomous and the government changed his role from administrator to investor and supervisor.Secondly,reforming and optimizing the internal governance of universities,it would endow more responsibilities to the board of trustees and inspire stakeholders’sense of participation.Thirdly,expanding the connection between the universities and society,thus the society should participate in the development of universities.Meanwhile,universities need to be supervised by the society and they should also strength the contacts with industry and so on.
