摘要
目的了解公立医院编制外用工现状及其管理难点,为事业单位人事制度改革、构建和谐劳动关系提供一定的理论与实践依据。方法综合运用文献检索、问卷调查及专家访谈等方法,对上海部分公立医院编制外用工的管理难点进行调查与分析。结果公立医院编制外员工满意度与编制性质、医院级别、用工类型、薪酬制度、晋升制度等因素密切相关。结论应从政府、用人单位和员工等方面入手,共同完善公立医院人事制度,加强管理,构建和谐劳动关系。
Objective To provide evidences of the workforce management out of organization in the public hospital. Methods The literature review and questionnaire survey and expert consult method were used to analyze the phenomenon, courses, and main problems of workforce out of organization in the public hospitals of Shanghai. Results The phenomenon of using workforce out of organization is common in public hospital. The satisfaction degree of them was associated with the their post character, the scale of the hospital, the type of the work, the salary system, and promote of the post system. Conclusions Government, employers and employees are all needed to be improved to make this special personnel system more harmonious.
