摘要
编制外用工是当前公立医院普遍存在的用工形式,本文对其产生原因进行分析。认为主要是现行的事业单位人事制度受编制数约束造成,其次是医疗卫生事业发展、富余劳动力增加、国家法律政策,以及经济发展等多种因素共同作用的结果。
The study showed that supernumerary employment presently is a common employment form in public hospitals. It is mainly caused by that the current personnel system of public institutions is cramped by estab- lishment figures. Also the development of medical and health services, the increase of surplus labor force, the state laws and policies and economic development are all factors to result in supernumerary employment.
