摘要
"二战"后美国高等教育分流主体自主、对象广泛、取向兼顾、机构多样、依据科学、策略灵活,对社会分层流动具有积极促进作用,表现为低收入阶层进入高校比例提高,少数族裔高等教育入学率上升,弱势群体获得的资源补偿增多和社会下层向上流动的机会扩大。借鉴美国的成功经验,我国应加强政府立法和财政支持,完善分流保障机制;明确分流机构的职能定位,构建多元分流体系;建立人性化高校升学制度,提供分流合理依据;实施竞争性教育流动模式,保证分流培养质量。
Postwar American higher educational shunt has autonomic subjects,extensive objects, comprehensive orientations, various institutions, scientific basis and flexible strategies,which greatly promotes social stratification and mobility. Its success can be described as the advance of the enrollment from the low-income families and minorities and the increase of resource compensation given to social vulnerable groups and the chance of upward mobility of lower classes. Mirroring American experience, we should take action as follows:government offer higher education enough legislation and finance, all kinds of universities and colleges have appropriate location in the system of higher education shunt, and personalized access to universities and colleges is available, and lastly, the model of competitive educational mobility is adopted to guarantee the quality of the shunt of higher education.
