“高校思想政治工作骨干在职攻读博士学位”招生“申请考核制”的制度设计与实践反思--基于68所高校招生简章的文本分析

摘要 基于68所高校“高校思想政治工作骨干在职攻读博士学位”招生文本分析发现,申请考核制已成为主要招生方式,但存在报考条件有重科研、外语、出身倾向;选拔方式多元,未放弃笔试,面试比重大;选拔标准模糊;高校自主招生权大,信息公开程度低,缺乏有效监督机制等问题。需要完善思政专项博士培养目标等顶层设计、设置弹性报考条件、规范选拔流程与标准、加强招生权监督和思政博导遴选改革。 Analysis of on-the-job doctoral programs of 68 universities designed for backbone ideological and political workers shows that the“application-assessment”system has become the mainstream recruitment policy with priority given to scientific research ability,foreign language ability and the background.Written tests are sometimes adopted but more weight is given to the interview.As universities have a big say in such autonomous enrolment,there is usually a lack of transparency and supervision.This paper points out that special doctoral programs for ideological and political workers must have better top-level design to allow flexibility for application qualifications,standardize the recruitment procedures,strengthen supervision and selection of doctoral tutors.
