摘要
警察权管理本质上是权力设计问题,属于中央事权,主要在国家层面施行。警察权管理的基本内容包括权力边界、权力运行和权力载体。警察权管理方法多属抽象行为,主要包括法律管理、政策管理和政治管理等三个方面。警察权管理的意义表现在:它体现国家性质和国家能力;它体现国家的民主和法治水平;它体现出对警察权发展和运行规律的认识把握程度。
The management of police power is essentially an issue of power design at the state level. Its basic content consists of power boundary, power enforcement and power carrier. The management methods are of abstract nature, which include the three aspects of legal management, policy management and political management. The management significance lies in the facts that it embodies the state nature and state capacity, indicates the demo- cratic and legal development of the state, and reflects the cognition extent of the development and operational mech- anism of police power.
