摘要
21世纪是从"工业文明"走向"生态文明"的时代,对于处于快速城市化过程中的中国,"低碳生态城市"建设是重要的战略途径。深圳市作为我国第一个"低碳生态示范市",试图通过建立量化目标导向下的规划管理执行机制,在低碳生态城市建设的"渐进常态化"方面做出有益探索,由此开展"低碳生态城市指标体系"研究。研究综合采用比较分析、空间分析、统计分析、部门走访、问卷调查、专家咨询等多种方法,着眼于与部门事权相对接,构建起了一套兼顾通用性与地方特性、先进性与可操作性的目标指标体系,为深圳市的生态文明建设提供了量化标准和考核依据。
In the new century, human civilization is transferring from industrial to ecoiogical civilization. Low carbon ecological city development is important for fast urbanizing china. As the first ＂low carbon paradigm city＂, Shenzhen tries to quantify executive mechanism with clear visions, studies ＂progressive and normal＂ low carbon city development mechanism, and carries out low carbon city indices system research. The paper uses comparative analysis, spatial analysis, statistical analysis, department visits, question- naire survey, and expert consulting, establishes a set of target indices system, and provides a quantified assessment standard for Shenzhen ecological culture development.
