摘要
随着城市可供利用的建设用地日益稀缺,在土地有偿使用的制度背景下,土地的真实价值逐渐显现,城市地价持续、快速上升。城中村这一特殊的土地状态在开发改造过程中蕴含着巨大的土地增值收益。理论界对土地增值利益的归属存在多种不同观点,只有采纳"私公共享"论,选择共同参与共享收益的改造开发模式,才能够兼顾公平与效率,达到城中村改造中经济效益与社会效益的有机统一。
With the growing scarcity of availability of land for urban construction and in the context of paid use of land, the real value of the land is gradually merging and the urban land price is rising continually and rapidly. The Village-in-city, this special land condition, is containing the giant land increment income in the development transformation process. The theorists have many different viewpoints to the land increment benefit' s ownership. Only to adopt the theory of "private public share" and choose the transformation development model of joint participation and revenue sharing, can balance fairness and efficiency and achieve the organic unification of the economic and social efficiency in the reconstruction of the Village.
