摘要
2007年开始在全国推行的高中课程改革最初是一场由政府主导、自上而下的改革,至今为止既有成功之处也有问题所在。为了进一步推进改革,笔者在分析高中新课程政策执行的利益相关者特征以及新课程政策执行初期阶段成效与问题的基础上,提出高中新课程政策执行在目前情况下已经由初期阶段转入第二阶段,该阶段应该实现由“自上而下”到“自下而上”的路径转折,要毫不动摇地适应时代发展,稳步推进。
Conducted in the whole country in 2007, the implementation oI the new curriculum relorm in high schools was originally a government-led, top-down reform, which so far has both successes and failures. To contribute to the further development of the reform, based on the analysis of the stakeholders' characteristics, and the achievements as well as problems in high school new curriculum policy implementation during the initial stage, this article points out that the high school new curriculum policy implementation in the present case has already gone from the first stage to the second stage, during which high school new curriculum policy implementation should be transferred from "top-down" to "bottom-up" to meet the needs of the time and to advance steadily.
