摘要
从2007年北京市实行高中新课程政策,到目前为止,从执行者和执行内容两个方面分析,这一过程已经经历了第一阶段,进入第二阶段。初期阶段的执行以激进方式为主有其必然性,第二阶段的执行则应以渐进方式为主。依据渐进方式的"渐进"和"民主"特征,这种推进方式的关键是重视子过程之间的相互关系和加强执行者之间的平等互动。
The high school new curriculum policy has been carried out in Beijing since 2007. So far, based on the analysis of different characteristics of policy implementation participants and implementation contents, this process has experienced the first stage, and entered the second stage. It is inevitable that radicalism is the main model to carry out the policy in the early stage. However, incrementalism model is suggested in the second stage. On the basis of "gradual" and "democratic" feature of incrementalism model, the key strategy is to make clear the relationship among sub-processes, and strengthen equal interactions among the implementation participants.
