摘要
"十二五"时期是全面建设小康社会的关键时期,是深化改革开放、加快转变经济发展方式的攻坚时期。作为转变经济发展方式的重要途径,统筹城乡发展也是现阶段"三农"工作的指导思想与政策支持体系的核心内容。从统筹城乡发展的内涵入手,分析了统筹城乡发展中的农村资源与环境面临的形势、问题及其根源,并从改造传统产业、实施农村清洁工程、调整农业产业结构、推进农业清洁生产和提高农民科学素质等多个方面提出了应对之策。
The period of twelfth five-year was the key time of overall construction of comparatively well-off society and the critical period of deepening reform and further changing the pattern of economic growth.Balancing urban-rural development was the guiding principle and the core of policy system as an important way of changing the pattern of economic growth.Starting with the connotation of balancing urban-rural development,the author analyzed the situation,problems and the sources which the rural resources must face.Finally,the author put forward some related countermeasures in response to reform the traditional enterprises,executed a rural clean-up project,adjusted agriculture industrial structure,advance clean production methods in agriculture and scientifically raise peasants and cultural quality.
