摘要
在分析传统农村环境保护问题的基础上,从政府作用、农村社区生态文明培育、替代农业公序良俗发展、农村环境保护委员会建立、农村社区家庭环保意识培养、农村社区企业环保意识培养、农村社区环保志愿者培育、农村先富人群对于环保的贡献力、农村妇女对社区环保的特殊作用和新生代农民工农村环保意识的培养等10个方面构建了农村环保社区机制的评价指标体系,利用Delphi法、层次分析法,借助Excel、SPSS20.0和Arc GIS10.2技术,对湖南省14个市、州进行了农村环境保护社区机制质量的综合评价。结果表明:1湖南省农村环境保护社区机制的质量水平具有明显的空间集聚性特征。湘西地区的农村环保社区机制质量低于湘东地区。2农村环境保护社区机制与传统农村保护制度有着本质的区别。湖南省农村环境保护社区机制的发展完善对于解决传统农村环保制度的"盲区"有着重要意义,对于区域农村环境保护有着重要的保障作用。
Based on analyzation of the traditional environmental protection issues on rural areas,constructed the evaluation index system of environmental protection mechanisms quality of rural communities from 10 various aspects,including the role of government,cultivation of ecological civilization in rural community,the development of alternative agricultural public order and good customs,the established of rural environmental protection committee,the training of awareness of environmental protection in rural family and community,environmental awareness training of rural community enterprise,cultivation of rural community environmental volunteers,the rural rich people for environmental contribution and the special role of rural women in the environmental protection. Conducted a comprehensive evaluation of the mechanism quality of environmental protection of rural community in Hunan,by using the Delphi method,Analytic Hierarchy Process,with the help of Excel,SPSS20.0 and Arc GIS10.2 platform. The results indicate that the quality of Hunan province environmental protection mechanism of rural community has the characteristic of obvious spatial agglomeration. The rural community environmental protection mechanism is different from the traditional rural protection system. It is important for finishing off "blind area" of the traditional rural environmental protection system and protecting the Regional rural environment to develop and consummate Hunan rural community environmental protection mechanism.
