摘要
新能源产业是对未来区域竞争力有重要影响的战略性新兴产业,然而,上海的新能源产业发展是由特大型国有企业唱主角,受制于创新环境不佳,新兴企业成长乏力形成一大"软肋"。根据创新环境理论,要提高一定区域的创新能力,并诱发新兴企业的崛起与壮大,需要在以下几方面营造良好环境:(1)社会整体技术水平较高,创新人才供给比较充足;(2)法制环境与诚信环境较好,可以大大降低创新的风险;(3)科技投融资支持力度较大;(4)产学研合作渠道比较通畅;(5)相关主体间的互动带来压力和动力,如消费者对产品性能的要求、同行的竞争和供应商的技术供给;(6)以及为以上条件建设各种硬件和软件基础设施,出台各种支持性政策。上海并不缺少高水平的新能源研发机构和技术人才,也不缺少消费者要求、同行竞争、供应商支持等有利条件。上海创新环境的欠缺主要在于知识产权与诚信、科技投融资、产学研合作渠道及与之相关的基础设施、支持性政策等方面,本文将从这几方面就优化上海新能源产业的创新环境提出若干政策建议。
New energies industries have become strategic emerging industries, which will have a big influence on future competitiveness of a certain region; but Shanghai ＇s new energies industries rely too much on some giant state - owned enterprises, while newly emerging enterprises can not grow stronger because of inadequate innovation environment. According to the Theory of Innovation Environment, in order to promote regional innovation capability and to trigger new enterprises to emerge and expand, good environment should be built up in the ways as follows ： （ 1 ） the whole society enjoys a high level of technological development and sufficient supply of innovation talents; （2） good legal and credit environment can substantially reduce risks for innovation activities ; （ 3 ） financing for science and technology provides strong support; （4） there are open and smooth channels for innovation cooperation among enterprises, universities and research institutes; （5） interactions among different agents bring about pressure and motivation, such as requirements for the productg properties from consumers, competition from peer enterprises and technology support from suppliers; （6） hard and soft infrastructures as well as supportive policies provide and promote the above - mentioned conditions. Shanghai is not short of high - level new energies R＆D institutes and talents, neither is it short of favorable conditions such as consumer requirements, peer competition and suppliers＇support. The weak points of Shanghaig innovation environment lie in intellectual property rights protection, credit system, financing for science and technology, channels for innovation cooperation, and related infrastructures and policies. In order to optimize innovation environment for Shanghai＇s new energies industries, this paper will put forward several policy suggestions in these respects.
