摘要
文章构建区域创新要素集聚能力的评价指标体系,通过因子分析法计算我国30个省市自治区的区域创新要素集聚水平,并据此对我国区域进行归类,基于不同类型区域创新要素集聚的阶段性特点或存在的问题,提出促进区域创新要素集聚的重点。结果表明:若根据区域创新要素集聚规模的相对大小对其集聚发展程度进行判定,可将我国30个区域划分为成熟型区域、扩张型区域、赶超型区域、落后型区域等四种类型;未来成熟型区域应在加强高端创新要素集聚的同时辐射带动其他地区发展;促进扩张型区域创新要素进一步集聚的重点在于加强法制与诚信环境、创新金融支撑环境建设,畅通产学研合作渠道;促进赶超型区域创新要素进一步集聚的重点在于制定政策办法引导各类创新要素流入,重点建设基础环境、加强产学研合作、构建创新投融资体系和创新文化氛围;而促进落后型区域创新要素进一步集聚的重点在于积极发挥各类政策的引导作用以改善创新投入和创新环境的低绩效。
This paper establishes an evaluation index system of regional innovation elements aggregation capacity,calculatesinnovation elements aggregation level of China's 30 regions by the factorial analysis method,classifies these 30 regions on thebasis of innovation elements aggregation score,proposes development priority to promote innovation elements to gather togeth-er in region based on periodic characteristics or exiting problems of innovation elements aggregation in different types of re-gions. The analysis result shows these 30 regions are classified into four types:mature region,expansive region,catching-upregion,backward region,on the condition that judging the development degree of regional innovation elements aggregation ac-cording to its relative scale. The point in further promoting innovation elements to aggregate is enhancing the concentration ofadvanced innovation elements and promoting the development of other regions for the mature region,the construction of lawand credit environment,the system of financial support for innovation,and smooth channels of cooperation for expansive re-gions,policies and measures to attract the various innovative elements,the construction of infrastructure,strengthening the co-operation,cultivation of innovative financing system and innovation culture for catching-up regions,the government's policyguidance to improve the low performance of innovation investment and innovation environment for backward regions.
