摘要
为了实现对产业技术创新环境的动态综合评价,本文从市场环境、政策环境、制度环境、金融环境及创新基础环境五个方面建立评价指标体系,采用2010-2016年中国30个省(市、自治区)的高技术产业面板数据,利用"纵横向"拉开档次法、最大序差法和"厚今薄古"归一化法对创新环境的现状和增长性进行评价与分析。结果表明:中国高技术产业技术创新环境现状水平不高,但存在一定的增长性;创新环境的现状与增长性均存在不同程度的波动,且增长性的波动强于现状;创新环境的综合水平总体较低;各地区高技术产业创新环境综合水平差异明显。提出了改善创新环境现状、关注创新环境增长性、降低波动程度及构建区域协同创新环境体系等相关政策建议。
In order to realize the dynamic comprehensive evaluation of industry technology innovation environment,this paper establishes evaluation index system from five aspects,including market environment,policy environment,institutional environment,financial environment and innovation basis environment.Based on the panel data of 30 regions high-tech industry in China during 2010-2016,it evaluates and analyzes current level and growth of innovation environment by using vertical and horizontal scatter degree method,maximum order difference method and the preferring present to past normalization method.The result shows that:the technology innovation environment has a low current level,but it has a certain growth.The current level and growth have various degrees of fluctuation,and the growth is stronger.The comprehensive level is relatively low,and its differences are obvious in different regions.Finally,the paper suggests to improve the current level,pay attention to the growth,reduce the degree of fluctuation and construct an interregional collaborative innovation environment system.
