摘要
针对交通拥挤路段收费费率的问题,建立了交通拥挤收费的双层规划模型,上层模型为最小化交通路网的拥挤度,下层模型为固定需求的用户平衡。在下层模型中广义出行成本函数考虑了出行时间、油耗和费率。并采用遗传算法进行求解。通过算例分析,得出结论:当广义出行成本函数考虑了油耗的因素时,要使路网的流量达到系统平衡状态,路段收费的费率是不相同的;合理的收费费率能获得最小的路网拥挤度,路网的拥挤度和用户总出行时间并不能同时达到最优。
Bi-level traffic congestion pricing programming model is established to determine the pricing rate of congested roads.The upper-level model is to minimize the congestion degree of the road network,while the lower-level is the user equilibrium model under fixed traffic demands.Travel time,fuel consumption,and pricing rate have been taken into consideration in the trip cost function in the lower-level model.The genetic algorithm is used to solve the bi-level programming model.The case analysis shows that the pricing rate is different when the fuel consumption is involved in the generalized trip cost function,and the minimum congestion degree can be got when the pricing rate is reasonable.However,the congestion degree of the network and the total travel time of users can not be optimal at the same time.
