摘要
为了进一步提高公众对拥挤收费的认可,有效调节交通需求的时空分布,针对2条路段2个节点构成的道路交通走廊提出了拥挤收费重分配模型.在分析了交通出行总费用的基础上,提出随交通需求大小而动态变化的拥挤收费费率模型,将收费所得直接分配补贴给平行路况较差的路段使用者,分不同的需求状况研究不同的分配函数,并用实例说明了该模型的适用性.结果表明:拥挤收费以经济杠杆对交通需求给予组织和引导,在交通需求未超过走廊通行能力时,拥挤收费对路网交通流量的转移和出行费用的降低具有很高的效率;在交通需求超过走廊通行能力时,仅靠拥挤收费无法避免交通拥挤,需要实施路网扩容.
In order to improve the public recognition of congestion charging and adjust traffic de-mand,a redistribution model of congestion charging based on two road sections and two nodes is put forward.Based on the analysis of total transportation cost,a congestion toll rate model considering the changes of traffic demand is proposed.The charge income is directly distributed to the users of parallel road with poor road condition.Several distribution functions are studied according to differ-ent demand conditions,and the applicability of the model is illustrated by an example.The results show that with the function of economic leverage the traffic congestion charging can effectively re-duce the total cost and control traffic congestion as long as the traffic demand does not exceed corri-dor capacity.Otherwise,congestion pricing alone cannot avoid traffic congestion,and the capacity of road networks has to be enlarged.
