摘要
本文从我国免疫标识制度、市场准入制度、可追溯制度、畜禽标识与养殖档案管理制度等法规制度的发展状况和标识编码、标识技术、数据库、网络建设等技术发展状况两个角度,分析了我国猪肉质量安全可追溯系统的法规制度与技术的发展现状;同时指出了猪肉质量安全可追溯系统存在的法律法规不完善、社会认知水平较低、行业协会作用不够、企业缺乏高效的生产管理、供应链各环节效率低的问题。提出了加强各监管部门之间的协调、加大宣传力度,规范猪肉行业协会组织建设、鼓励规模化和标准化养殖、完善管理制度等完善我国猪肉质量安全可追溯系统的对策。
From the legislations development, as the immune system, the market access system, and the labeling and recording management system, and the related technology development, as the identification code, labeling techniques, databases and internet construction, this article analyzed the status quo of the traceability system for pork quality and security in ourcountry.Pointing out that there are problems existing in the process of development, such as uncompleted legislations and regulations, low social cognition level, malpractice of industry associations, lacking of effective management in the related enterprises and inefficiency in supply chain, the author raise suggestions to improve the construction of the system that the coordination between the regulatory authorities should be strengthened; the propaganda of the system should be intensified; the role of industry association should be redefined and regulated; the enlarging scale and standardized way of management in the enterprises should be encouraged; and the management system toward them should be perfected.
