摘要
近年来,非洲在国际战略格局中的地位相对上升,中非关系在原有良好基础上得到了快速发展。中国的政治影响使非洲对外关系格局日益多元化,中国的经济影响力削弱了西方大国数百年来在非洲建立起来的垄断利益。西方国家高度关注中非关系的发展及中非关系对世界的影响,担心丧失对非洲能源和市场的控制,担心西方民主与人权观念受到挑战。以西方为中心的国际秩序难以适应非洲地缘格局出现的新变化,建立关乎非洲和平与发展的国际多边合作迅速被提上各方的日程。中国与西方国家在对非洲外交的历史经验、外交理念和外交原则上存在差异,但双方在非洲也存在广泛的战略共识和利益交汇,双方理应在非洲问题上超越相互猜疑和彼此分歧,建立更为开放的、合作的、多方共赢的认知与沟通方式,争取在推动非洲发展进程中实现各方利益的多赢局面。
China's growing political influence in Africa has to some extent undermined the vested interests of western powers over the past centuries.The current international order which is centered on the west is not well adapted to the changes brought about by the new geopolitical situation in Africa.The author argues that there are differences in history,ideas and principles as well as extensive convergences of strategic consensus and interests between the diplomacy of China and the West with Africa.Both China and the west should abandon their differences and distrust against each other,and promote a dialog which is more open,more cooperative and more conducive to a win-win end.In doing this,they can accelerate a win-for-all result for all the parties involved.
