摘要
非洲拥有丰富的自然资源和广阔的市场发展空间,促使域外行为体在该地区进行贸易投资等经济活动。欧洲历史上与非洲有着千丝万缕的联系,欧盟自成立以来便非常重视维护在非利益和影响力。非洲是中国重要的战略合作伙伴,双方有深厚的政治和经济联系。近年来,中欧开始探索与非洲开展三方合作的可能性。中欧发展政策契合度、中欧利益关系以及中欧非对三方合作的意愿这三大要素影响着三方合作进程。根据中欧非在不同时期的合作政策及特点,可将三方合作划分为四个阶段:欧盟主导却仍以双边合作优先,中非积极合作而欧方参与度下降,欧盟主要大国和中国共同推进,以新问题为发展驱动的平等合作。未来中欧非需探寻更多共同利益,协力应对国际环境变化,以平等互信、互利共赢原则开展三方合作。
Africa has rich natural resources and broad market prospects,prompting external actors to carry out economic activities such as trade and investment in the region.Europe and Africa have been inextricably linked.Since its establishment,the EU has attached great importance to safeguarding its interests and influence in Africa.Africa is an important strategic partner of China.The two sides have profound political and economic ties.In recent years,China and the EU have explored the possibility of triangular cooperation with Africa.The process of trilateral cooperation among China,the EU and Africa is influenced by the three elements of“the fitness of China and the EU development policies”“the interest relations between China and the EU”and“the willingness to trilateral cooperation among China,the EU and Africa”.According to the cooperation policies and characteristics of China,Europe and Africa in different periods,the trilateral cooperation among the three sides can be divided into four stages where“the EU leads the triangular cooperation taking the bilateral cooperation between the EU and Africa as the priority”“China and Africa actively cooperate with each other with the EU participation decreasing”“major EU powers and China jointly promote the triangular cooperation”and“the three sides conduct equal cooperation driven by new issues”.In the future,China,the EU and Africa need to explore more common interests,work together to cope with the changes in the international landscape,and carry out triangular cooperation on the principle of mutual trust and equality,mutual benefit and win-win cooperation.
