摘要
欧盟区域共同治理模式是软力量的典型表现,它的独创性价值和巨大的辐射示范效应堪称软力量的典范。欧盟治理模式不仅彻底改变了欧洲面貌与发展态势,使欧盟以鼎足之势屹立世界,而且它的一体化理念和区域共治机制对外部世界的辐射效应和示范效应正在广泛而强劲地迸发中,它创造了一种新的国际体制。作者认为,这符合人类社会发展的大方向,代表和体现了世界历史发展进程的一个基本倾向和发展趋势——走向国际和谐融合,其蕴含的某些理念、精神和经验具有一定的普适性。欧盟治理模式是一份可供世人分享的、丰富的国际公共产品,其理论的探索意义以及现实参考价值值得学界进一步深入探究。
With its unique creativity and strong demonstration effect,the governance model shared in the European Union region constitutes the most typical example of soft power.The EU model of governance has not only reshaped radically the European outlook and development pattern,endowing a unified Europe with the status of a major player in the global arena,but also brought forth,with its approach to integration and architecture of regional governance,a sweeping demonstration effect radiating to the outside world.In creating a new international structure,the EU governance model signifies a new direction in the social evolution of the humanity,and suggests a basic reorientation in world history towards a harmonious integration among nations.The basic concepts,key principles as well as best practices in the European integration are therefore of obvious universalistic value.In particular,the EU model of governance has become a profound public good serving the broad interests of the international community.Needless to say,an in-depth research is required for further understanding the theoretical innovations,practical functions and historical significance of the EU governance model.
