摘要
人力资源是国家发展的第一资源。建设人力资源强国,是落实“人才强国战略”,全面建设小康社会,推进中国社会主义现代化进程的重大战略举措。目前中国人力资源数量丰富,但面临人力资源质量偏低,人才资源匮乏,机制不活、结构失衡、布局不合理等重大问题。转变传统落后的人力资源观念;健全人力资源相关机制;发挥市场作用,促进人力资源的合理配置;统筹教育资源,建设终身学习型社会及控制人口数量是中国建设人力资源强国的重要对策。
Human resource is the first resource for country' s development. Nowadays, the human resource of China is rich, but its quality is very poor. And the talent resource is lacking. Building a country of profound human resources is the strategic step of implementing the "moderate prosperity" program in an all -round way. But now, the mechanism and the structure of human resource are in problem. Changing the conventional ideas, sounding the mechanisms, allocating human resource reasonably, building the study-oriented society and controlling the scale of population are the important countermeasures of building a Country of profound human resources.
