摘要
文章围绕"优先发展教育,建设人力资源强国"这一战略思想,分析了高等教育在建设人力资源强国中的作用。文章提出高等教育发展的每个阶段都与社会经济的进步密切相关,还从高等教育的角度探讨了如何提高人力资源培养教育质量、推动高校科技创新与人才培养紧密结合、提高科研和创新能力、建立完善的人力资源教育体系等问题,从而完成从人口大国向人力资源强国的转变。
On the basis of the strategy of giving priority to education and turning China into a great power in human resources, the paper analyses the function of higher education in turning China into a country rich in human resources by elaborating on the close relationship between the development of higher education and that of socioeconomy and the important mission of higher education in building up a great power in human resources. The paper also discusses how to improve the quality of the training of human resources, to speed up the close collaboration of scientific creation and talents cultivation, to enhance the scientific and creative ability, and to construct a complete educational system of human resources from the aspect of higher education so as to attain the transformation of a populous nation into a nation rich in human resources.
