摘要
从科技投入活动的社会功能和目标出发,分析了科技投入绩效评价的内涵和基本要求,提出科技投入绩效评价应建立针对科技活动的3个层面和科技项目的3种类型的评价体系,并探讨了科技项目3种类型的绩效表征框架和指标,为开展科技投入的绩效评价提供了一种较好的方法。
This paper studies on the social function and objective of the S＆T investment activities,analyzes the intention and the basic requirement for the performance evaluation of S＆T invest, and puts forward a new idea that a new system should be set up according to the three-larers of the S＆T activities and the three types of S＆T projects. This paper also discusses the different surface features and the index of the three kinds of S＆T projects, and provides a method to develop the S＆T investment performance evaluation.
