摘要
地方立法是我国立法体系的一个组成部分。地方立法的质量关系到当地的政治、经济和社会发展。当前,我国地方立法中还存在着不少问题。地方立法存在的一个突出问题是地方立法程序问题。要努力克服地方立法程序中的各种问题,完善地方立法程序,从而使地方立法程序运作得更加合理、民主、科学。
Local legislation is a part of our legislative system. The quality of local legislation related to the development of the local political, economic and society. At present, there still exists many problems of local legislatio local legislation. We must strive n in China. Local legislative procedure is a prominent issue of to overcome the various problems of local legislation procedure, improve the local legislative procedure, thus enabling the operation of the local legislative process more rational, democratic and scientific.
