摘要
针对“西气东输”项目的特点,在借鉴国外经验的基础上提出了三种适用的天然气分销模式:“流水线”模式、“开放输送管线接入服务”模式、“管线输送与天然气销售相分离”模式,提出了解决分销模式建设资金问题的7种国际通用融资模式,并针对“西气东输”项目进行了适用性与可行性分析,论述了如何利用融资模式来化解和分担“西气东输”项目的风险。
This paper puts forward three practical distribution modes of western natural gas＇s transmitting to east （WNGE project） based on analyzing of the characteristics and foreign experiences of the project. It introduces seven general linancing modes that can solve the problem Of construction funds shortage, and discusses the practicality and feasibility of this project. It analyzes how to avoid and share the financial risk of the project with the financing modes as well.
