摘要
由于缺乏相应的运行和保障机制,导致大部分有学习困难的中小学生没有得到所需的帮助,从而对义务教育的公平、质量与效率产生了不利影响。因此必须从法律法规制定、教育资源配置、教师培训等方面健全学习困难学生的帮扶机制,使每个学生都能获得平等的发展权。
As a result of lacking relevant mechanism of function and safeguard,most students who have problem of study-handicapped didn't gain the timely help.That would bring influence to the equality,quality and efficiency of the compulsory education.Hence,in order to let every student obtain his/hers equal right of education, the mechanism of assistance should be revised to help study-handicapped students from the ways of law construction,education resource collocation and teachers training,etc.
