摘要
加强公共危机治理,维护社会稳定是构建社会主义和谐社会的一个重要方面。恶性社会资本是公共危机产生的重要原因之一,而良性社会资本在公共危机协同治理的各个阶段中发挥着重要的作用。抑制恶性社会资本,提升良性社会资本,构建公共危机协同管理体系,培育公民的志愿精神,发挥民间组织和公民社团的作用是化解公共危机的有效途径。
