摘要
文中基于政策创新可持续性相关研究,结合涉水行业特征,从PPP(Public-Private Partnership)特有的三方利益诉求出发,构建背景、动机、资源的整合性分析框架。以20个财政部地市级层面水环境治理PPP示范项目为研究对象,运用定性比较分析方法,探究分析框架内公众环保诉求、PPP回报机制、政府注意力分配、地方财政自主、地区环保事业发展五个条件变量互动耦合,对地方水环境治理PPP创新可持续性的复杂影响。研究发现,地方水环境治理PPP创新可持续性的生成机制可识别为:地方政府高位推动型、多元主体协作型、财政压力与环保发展联动型。在这三种模式下,水环境治理PPP通过政策议程跟进、互信协作及供需匹配,实现政策创新的稳定长效。
Based on relevant research on the sustainability of policy innovation,combined the characteristics of water-related industries,an integrated analysis framework of background,motivation and resources was constructed starting from the tripartite interest appeal of public-private partnership(PPP).Twenty municipal PPP demonstration projects for water environmental governance approved by the Ministry of Finance were taken as research objects,and qualitative comparative analysis method was applied to explore the complex impacts of interaction and coupling of public environmental protection demands,PPP return mechanism,government attention distribution,local financial autonomy and regional environmental protection development on the sustainability of PPP innovation in local water environmental governance within the framework.It is found that the mechanism of PPP innovation sustainability in water environmental governance can be identified as three types:high-level push by local government,cooperation of multi-subjects,lingkage of financial pressure and environmental protection development.In these three modes,water environmental governance PPP achieves a long-term sustainability of policy innovation through policy agenda follow-up,mutual trust and collaboration,and supply and demand matching.
