摘要
科技创新是一个国家和民族发展的不竭动力,高校作为国家科技创新体系的重要组成部分,在科技创新方面发挥的作用不言而喻。本研究以省域高校为对象,提出带有外部共享投入嵌套三并联结构两阶段DEA模型,将高校的创新效率划分为科技成果研发和科技成果转化两部分,并将科技成果转化阶段划分为民营、国有和外资三种企业并联子系统。案例结果表明:省域高校科技成果研发效率要明显高于科技成果转化效率,在转化效率上,民营企业的转化效率明显高于国有企业和外资企业,且东、中、西部差异也较明显;其次探讨分析了内部因素和外部因素对创新效率的影响,其中子阶段的产出、政府资金占R&D经费的比例等因素均与效率值的大小相关;最后,基于科技成果研发和转化效率,将省域高校划分为4个区域,分析提高科技创新效率可能的实现路径,并给出相应的政策建议。
Scientific and technological(S&T)innovation is an inexhaustible driving force for the development of a country and nation.As an important part of the national S&T innovation system,colleges and universities(C&U)play an important role in S&T innovation.Based on provincial C&U,this paper proposes a nested three parallel structure Two-stage DEA model with external shared input,divides the innovation efficiency of C&U into two parts:R&D of S&T achievements and transformation of S&T achievements,and divides the transformation stage of S&T achievements into three parallel subsystems of private,state-owned and foreign-funded enterprises.The case results show that the R&D efficiency of S&T achievements in provincial C&U is significantly higher than transformation efficiency of S&T achievements.In terms of transformation efficiency,the efficiency of private enterprises is significantly higher than that of state-owned enterprises and foreign-funded enterprises,and the differences among the East,middle and West are also obvious;Secondly,it discusses and analyzes the impact of internal and external factors on innovation efficiency,in which the output of sub stages and the proportion of government funds in R&D funds are related to the value of efficiency;Finally,based on the R&D and transformation efficiency of S&T achievements,the provincial C&U are divided into four regions,the possible realization paths to improve the efficiency of S&T innovation are analyzed,and the corresponding policy suggestions are given.
