摘要
“十四五”时期,加快推动产学研深度融合已成为完善科技创新体制机制系列部署中的关键环节,是深化企业、高校、科研院所协同创新,推动国家经济科技战略实现的重要举措。“四个面向”战略下的产学研深度融合将进一步增强高校科技创新驱动力、增强高校科技成果转化吸引力、增强产学研用协同创新支撑力、增强产学研用服务社会贡献力。当前高校产学研在主体职责边界、合作体制机制、法律政策体系、支撑载体资源等方面仍面临诸多问题。新时期,应以“四个面向”战略为指引,革新组织方式、再造评价体系、构建整合机制、优化制度环境,加快推进创新驱动发展战略和科技强国的建设。
During the “14th Five-Year Plan” period, accelerating the deep integration of production, teaching and research has become a key link in the series of arrangements for improving the scientific and technological innovation system and mechanism.It is an important measure to deepen the collaborative innovation of enterprises, universities, and research institutes and promote the realization of the national economic and technological strategy.The in-depth integration of production, education and research under the “Four Orientations” strategy will further enhance the driving force of scientific and technological innovation in universities, enhance the attractiveness of the transformation of scientific and technological achievements of universities, strengthen the support for collaborative innovation of production, education and research, and enhance the contribution of production, education and research to serve the society.At present, colleges and universities still face many problems in terms of the main responsibility boundary, cooperation system and mechanism, legal policy system, and supporting carrier resources.In the new era, the “four orientations” strategy should be used as a guide to innovate organizational methods, rebuild the evaluation system, build an integration mechanism, optimize the institutional environment, and accelerate the promotion of an innovation-driven development strategy and the building of a science and technology powerhouse.
