摘要
推进国家治理能力现代化是一项长期的系统性工程,国家媒体话语能力建设是这项工程的有机组成部分。国家媒体危机话语能力是国家媒体在突发危机事件报道中所体现出的话语能力,它关乎国家战略、国家安全和国家形象。提升国家媒体危机话语能力是推进国家治理能力和治理水平现代化的重要基础,是建构国家身份和社会关系的必由之路。提升国家媒体危机话语能力水平,进而助推国家治理能力和治理水平现代化,需要充分挖掘国家媒体危机话语实践在危机事件话语场域中的话语功能。话语建构主义作为一种研究范式,认为国家媒体作为践行国家战略、服务国家治理的权威官方媒体,尤其须挖掘国家媒体话语在正面情感建构、爱国主义建构和形象建构等方面的话语建构功能,促进国家媒体危机话语助推社会稳定、中华民族共同体意识形成和国家对外形象提升等方面的治理效能。
The modernization of national governance capacity is a long-term systematic project,and the construction of national media discourse capacity is an integral part of this project.The state media’s crisis discourse capacity refers to the discourse capacity of the state media in the coverage of sudden crisis events,which is related to national strategy,national security and national image.Improving the national media’s crisis discourse capability is an important foundation for modernizing national governance capacity and level of governance,and is the way to construct national identity and social relations.With the purpose of enhancing the national media’s crisis discourse capacity and thus contributing to the modernization of national governance capacity,it is necessary to fully explore the discourse function of national media’s crisis discourse practice in the discourse field of crisis events.As a research paradigm,discourse constructivism believes that state media,as authoritative official media practicing national strategies and serving national governance,should especially explore the discourse constructive functions of state media discourse in positive emotion building,patriotism building and image building,and promote the governance effectiveness of state media crisis discourse in contributing to social stability,the formation of Chinese national community consciousness and the enhancement of the country’s external image.
