摘要
本文首先回顾了"印太"概念发展演化的过程,概述了美日印澳四方对特朗普版"印太"概念的态度,分析了有关方面推动"印太"从概念走向实际运作的战略意图,并在此基础上,讨论了美日印澳在"印太"概念下进行互动的未来动向和政策前景。本文认为,虽然特朗普的"印太"概念显示出了美国防止战略对手崛起的战略意图,强化了与太平洋主要盟友的协作,满足了印度成为世界强国的虚荣心,能够对中国产生一定的牵制,但由于"印太"概念缺乏实施手段、地缘政治条件不充分、有关各方战略诉求协调难度大等,美国主导的"印太"重构全球战略格局和实现美国阻止战略对手崛起的目标难以达成。
The report reviews"Indo-Pacific"concept and its development and evolution process,summarizes attitudes on Trump's"Indo-Pacific"concept of the US,Japan,India,and Australia.It analyzes the strategic aims of parties concerned to push"Indo-Pacific"concept into practice,and based on this,discuss the mutual future directions and policy prospects of the US,Japan,India,and Australia under the concept of"IndoPacific".The report thinks that,though the"Indo-Pacific"concept of Trump shows the US's strategic aims of anti its rivals'growing up,strengthens its cooperation with its core ally in Pacific.It also fulfils India's vanity of being one of world's powerful countries,can restrict China to some extent,but due the"Indo-Pacific"concept is lack of practical countermeasures,the coordination of concerned parties'appeals is hard.It is hard to achieve the aims of reconstruct the"Indo-Pacific"strategic pattern dominated by the US,and to achieve America's goal of restrict rivals'growing up is also difficult.
