摘要
政府采购概念的厘清是政府采购理论研究深入展开的逻辑起点和立论基础,以改传统的难能满足概念普适性要求的规范定义方法,通过理论抽象分析出构筑政府采购概念的核心要素,进而科学界定其内涵。
Analyzing of the concept of government procurement defining the concept of government procurement is the logical opening and base to further study the theory of government procurement. This article scientifically defines the content of the concept of government procurement by theoretically analyzing the central elements forming the concept of government procurement and in the wqy of changing the traditional definition that is difficult to cope with the common demand.
