摘要
中国电力机制改革后,发电、输电、配电、售电分离,形成电力市场自由竞争的局面。电力市场的建立对电网规划提出更高的要求,一方面,电网规划将面临许多不确定的市场因素———负荷发展、电源建设、系统潮流变化,另一方面,还要满足用户对电网"经济、安全、灵活、开放"的要求,无疑,电网规划将面临更多的困难和挑战。为此,分析和阐明在这种情形下电网规划的工作思路,强调电网规划需掌握负荷发展和电源规划两个重要的边界条件,多方案分析电网网架,推动电网投资多元化,加强电网规划的滚动调整工作。
The establishment of a competitive electricity market in China sets great challenges to power grid planning. On the one hand, it is confronted with many uncertainties including load development, power source construction, power flow variation, etc; on the other hand, it has to satisfy consumers' demand for an economic, safe, flexible and open power grid. In this paper, it is expounded that power grid planners should lay emphasis on important issues including load forecasting and generation planning, analyze various schemes for network frame, diversify investors for power grid and strengthen readjustment to the planning.
