摘要
对输电网扩展的社会经济性评估问题进行研究。基于古典功利主义社会福利函数和吉尼系数等概念分别构造出衡量输电网扩展方案效率性影响和公平性影响的评估指标。进而提出一个同时顾及效率性因素和公平性因素的输电网扩展社会经济性综合评估指标,该指标可用于求取或选择社会最优的输电网扩展方案。基于所提出的综合评估指标,建立了一个输电网扩展规划模型,并通过一个算例展示了所提出的指标的应用,说明了所提出的评估方法的有效性。
The paper carries out a study on the problem of social economic impact assessment on transmission system expansion. Based on the concepts of classical utilitarianism social welfare function and Gini coefficient, we construct indices to measure the efficiency impact and the equity impact of a transmission expansion scheme, respectively. Further, the paper proposes an integrated social economic assessment index on transmission expansion, which takes the equity aspect as well as the efficiency aspect into account. The index can guide the search or the selection of an optimal transmission expansion scheme from the societal perspective. Then, a transmission expansion model is presented on the base of the integrated social economic assessment index proposed. Last, we use a six node system case to illustrate the application of the index proposed, and illustrate the validity of the proposed assessment method.
